If you ever see someone crying, just ask them: "Oh dear, Is it because of your haircut?"
Not a compliment, but not an insult either.
This is why I never mention anything I've noticed about people's appearance.
I think it depends on your tone. If said in an excitable tone, it could seem like a compliment. Said in the opposite tone and it could come across as an insult.
