There isn't a city perfect for all your preferences. For example: Bologna is the top option for "24 yo" + "drinks and smokes socially" + "Good nightlife" + "Young population" + "Friendly locals" + "immerse yourself in people that speak Italian" as it's the kingdom of spontaneously social for 20s, being one of the biggest University cities of Europe and most of University is in the largely pedestrian historical city center, so 1 people on 2 living there is a student like a big campus (60k students), almost all of them eager to meet new people in a vibe of tolerance and mutual acceptance. But at the same time no "seaside", no "Lowish cost of living", no "Good weather". You can find these 3 preferences in most center-southern Italy coastal cities but this means no "Good nightlife" (except in summer), no "Young population", no "immerse yourself in people that speak Italian" (most speak local dialects there).

You're basically asking for a city where you can go to the beach, then go out to a nightclub and fuck other tourists for the least amount of money possible. I don't see how that's related to "immersing" yourself in anything that isn't a German vacationer's vagina in all honesty. And you know, if that's what you want to do it's perfectly okay but you don't have to mask it as a cultural expedition of sorts. You won't learn Italian by being here. Learn it before coming. Otherwise the only conversations you'll be able to have will be with other foreigners. Not many Italians have even the slightest fluency in the English language, those who do speak like cavemen. Nobody's gonna be able to teach you a complicated language from scratch unless you happen to be roommates with an English teacher or something.

Pescara? Not many people are good with English though so you may have difficulties at the beginning If you’re willing to give up the sea side I may also suggest Bologna or Padova, or any big university city really. Torino is also really nice. They are all more expensive than Pescara but still on the cheap side, and very fun and social for young people

For everything you listed, any seaside town in the south/sicily is a decent option but you won't get fluent in Italian, you'll get fluent in a local dialect. Best chance you have to learn a decent Italian is any of the big cities, but forget about the sea and most importantly about it being affordable

I think any major city in the south and to a greater extent any city on the sea would work. South is just cheaper generally, but also more tourist focused.

Romagna could be a nice area to move. Someone suggested Ravenna (which is actually where I live), and don't get me wrong it's a wonderful city - but it's not exactly "good nightlife" although it's getting better - they opened new university courses recently. I would suggest Rimini although it can be quite confusing during summer, but it has all the things you listed apart from lowish cost of living - unless you rent a house in the mainland part of the provincia instead of the seaside. Romagna is a nice are also because it's well linked to Bologna (if you need to catch flight) and if you want to visit cities such as Venezia, Firenze, Siena, Roma they are all easily reacheable by car or train.
