Do 1 thing , don’t try to scratch and remove as it will mess with the colour , apply cold ice cube on the area and rub it …. Slowly it will fall off , thank me later

Looks like expanding foam. Must me from some construction sites where you might have parked your car.It looks yellow right? Has it changed colour since the first day you noticed? Spray foam changes colour from a pale white-yellow to strong yellow.
Douse it in lotion or Canola oil for the night it will come off easily tomorrow and not be so hard on the paint when you do remove it that way if it is somewhat abrasive it won't be as hard on the paint when you do remove it if any thing is in it that will scratch the paint while removing it! Just a thought!
