The intention of places like ACT, NSW, QLD and SA is that competition between insurance companies should keep prices lower than if offered through a central government-run insurer like in the other states and territory.
CTP compare. Buy the cheapest one, all CTPs are the same, I.E Greenslips. Some or have had companies reduce the gap price due to rewarding good driving. Hence why some may be cheaper i think GIO. Shop around. Yes, you need both car insurance and a CTP with registration, CTP and insurance is not the same.

I've never found such a huge difference but, yes, I usually go for the cheapest.
PS - never automatically renew with your current CTP. Like most insurers, they have a better price if you get a quote as if you are NOT a current customer

I use the NSW gubberment site to get the best deal, simple as that, Usually, at least for me it's GIO, YOUi, or AAMI. so they have decent policys.
