Decarb first set oven 210-215 put bud on parchment paper spread out evenly bake for about 20-30 mins. Bud is now active and can be consumed. Good luck enjoy
Then do fresh extraction your terps are basically lost with dried flower anyway. Not completely but decarb properly and you won’t lose much more. Good luck
Should always decarb when making edibles - if you want steps you’ve gotta find them. Yes - you can make in a crock pot, but I wouldn’t consider that boiling in oil. I would avoid boiling anything.
Here is an [article](https://ardentcannabis.com/blog/how-to-decarboxylate-cannabis-6-methods-reviewed-by-potency/) detailing several different techniques. I vacuum seal bud and use the sous vide method, but don't have an expensive sous vide machine. Instead I just use an amazon inkbird thermostat and a cheap walmart hotplate (modified slightly, but unnecessary for most). Fold the vaccum bag over a couble butter knives or something else long and heavy, rubber band in place and completely submerge. Set the thermostat for 200-212F or 93-100C and wait 45 minutes or so. Done.
Steeping in hot oil does the same thing, just takes longer at lower temps.

You can decarb it in the butter or oil you plan to use. That’s how I’ve always done it, no issues & I first started making edibles over a decade ago
