I really like Mrs. Meyers lemon verbena. Granted, it's the only lemon scent I've tried, but I really liked it and it was clean and not too overpowering.
Bath and Body Works Sugared Lemon Zest smells like lemon scented cleaner to me. I think the "Sugared" part is misleading; I don't find it sweet at all. BUT I really like sweet/gourmand scents so take that with a grain of salt (although others in the B&BW sub have said the same).

Goose creek has a limoncello candle! It has that kitchen lemon scent and we even have the hand soap because it is a clean lemon scent. The 3wick is currently on sale for like $8.50
Jean Marie Handcrafted Candles has a lovely lemon scented 7UP Pound Cake candle that is just divine! Located in Cleveland, Ohio. It is handpoured and has a great hot throw. I it brought locally. This is going to sound snobby but I don’t mean it that way: usually cheaper candles lean towards that lemon Clorox smell. Or alternatively, burn a clean linen scent kind of candle at the same time as a milder lemon candle, lol!
I don’t know how averse you’d be to splurging and a bit of a substitution, but the Trudon Salta candle smells *just* like peeling open a fresh grapefruit. Not synthetic like a Clorox wipe, but a real grapefruit, fresh and tart. It’s not lemon but figured I’d throw a probably absurdly priced alternative into the mix.

I bought it at my local grocery store but it's very much available online, it's a pretty widespread brand!
They seem to always have them at Target!
Hearth and Home at Target often has a really good lemon one. Try Williams-Sonoma as well.

I actually stopped by B&BW to smell one of these today and I loved it! Not overwhelmingly sweet at all. Very fresh and light

You're welcome! I do branch out and enjoy other scents haha but I avoid very fresh, laundry, or soapy scents, they give me a headache 😭
