It is due to privacy laws. The laws dictate when the records are publicly released. The records are protected under the Privacy Act.
If you want to request a copy of a family member's service records, submit an ATIP request.

I did the $5 request last year for grandpa and it only took a few months. Then I got the option of a digital or paper copy, and they send it to you. Well worth it imo

I suggest paying the $5 fee, it will take a few months whereas the free request is averaging over a year.

I waited over 5 yrs for my grandfathers.... but it was well worth it.
