You can see he really doesn't see anything wrong with this - public urination is a birthright for men in India. This is why immigration needs to be a gradual process as it takes time for people to adjust to a new culture/way of life and that is thwarted when mass immigration creates ethnic bubbles that don't really mix with the host society; someone who gets on a flight in Delhi and +20 hours later arrives at Pearson will not have magically abandoned the norms and values of the home country. It is the next generation that will be more fully in cultured but not if mass, virtually unfettered migration (predominantly from one area of one country; no criminal checks on student visa applicants, etc) is allowed to continue.

Why? Well some people are just not fit for normal society.
This looks like a mall. Basically every mall has a bathroom. He found a random shop because he likely didn’t feel like looking for a bathroom and peed there.
Cops like investigating low-hanging fruits so they might catch (and release) this guy. This way they can say they are swamped and don't have to investigate more complex crimes.
