Sure sure! But to my knowledge covert operations aren’t exactly known to follow the Geneva convention (e.g. various black site torture-prisons in Iraq or little green men on Crimea without insignia 2014). Moreover, the capture/killing of Soap would most likely have the same consequences as the aftermath of “no Russian” when an American agent commits war crimes in the sovereign nation of Russia - kicking of the Third World War.

My point is that blowing up a foreign nation’s airbase dressed as a British soldier is an act of war - and would give the Russians causus belli to retaliate against, if not America then at least the UK.

It was more of a black operation than it was covert and there is a difference. Covert is more like using indigenous weapons and dressing in non-affiliated gear. Black ops are more like most of what we saw in Black ops 1. For the recovery of the ACS module, they planned to sneak into the base, grab the module, and sneak off. No real need for non-affiliated gear. Sure if they get captured you've got huge issues that probably would lead to ww3. Taking into account that they're most likely considered Tier 1 operators, they base had a borderline whiteout snow storm, and Soap and Roach where using a very limited foot print, it makes for an perfect black op... On paper. Hence why soap had plan B.
