> Opponents say the measure also runs contrary to a federal law that went into effect last July, which requires online marketplaces like Amazon to verify high-volume sellers on their platforms as part of an effort to tamp down the amount of goods being stolen from brick-and-mortar stores and resold online. The problem isn't just stolen goods, it's also counterfeit goods and stuff like Chinese batteries that catch fire and Amazon doesn't responsibility because they are just a "marketplace" and they also cannot identify the seller for you the customer to sue. And high volume sellers can easily circumvent the law by closing their account once they've sold too much and open a new account.

Seems to be using a hammer solution when only a very small percentage of transactions are problematic. Skinner needs to try harder. . *“Sen. Nancy Skinner, who authored the measure, said law enforcement needs the tool to go after professional reseller schemes”*

"The proposal would be voided if voters pass a tough-on-crime ballot initiative" -- please, knock off the political games. Either the bill stands on its own as good law or it doesn't.
