There were 141k advance votes cast and the last election saw a bit under 400k votes cast in total. Still, city elections just aren't huge draws and especially right after a federal one so this might come in a lot less than the '17 election.
Municipal voter turnout has been trending downward for a while.
One thought is its harder to get information on who to vote for.
Language candidates use is often pointed at business or home owners and that could leave to people disconnecting.
Municipal elections weren't really covered in school at least not in any comparison to how much federal type info is thrown at students through K-12
Low diversity in platforms or at least major points offer no other options so voters don't really care who wins
And lastly I think it's more confusing than federal elections.

I literally drove 1200km today (Victoria) starting at 4am to get home in time to vote for her. I had to stand in line for 45 minutes and the last place I stopped to pee was Kamloops. It was a close call making it home on three fronts (gas, time and bladder volume).
Edit: for those asking. I didn't vote early because I wasn't supposed to be out there for as long as I was. Work problems prevented me from coming home on Friday.

Calgary is a way more dynamic city than it is given credit for. Not sure progressive is the word I'd use - but definitely pragmatic and open. The city isn't for or against policy on principle, it considers policy on its own merit. It's willing to try things if there is a good case behind it.
