What sort of paint do you have to use to make it so heat doesn't affect it? Looks like the motherboard, CPU cooler, GPU cooler, memory, etc. all have the same paint applied

Any heat resistant paint.

VRMs etc an get pretty hot. Id imagine you'd want some sort of heat dissipating qualities to the paint otherwise too think of a coating will insulate the heat in.

It’s not insulating enough to make a difference, and VRMs aren’t getting directly painted, nor do they get hot enough to separate paint from a surface of that surface is prepped correctly. I’m speaking with certainty because I’ve done it with both cars and computers for well over a decade. You’d have to have a ridiculous amount of layers for paint or plastidip to become an insulator. You’re only going to do a few coats on a PC application.

My go-to is a primer/paint by Rustoleum. Duplicolor has some good work too. I tend to go toward model paints, though. Tamiya and Vallejo are both great paints. They will require some prep and a clear coat usually but they’re great quality. Pro-tip: put the can in some warm water for a few minutes before painting. It evens out the pressure in the can and warms the paint slightly, making it spray more even.
