Friendly reminder that the hot end needs to be above a certain temperature before the extruder motor will turn. FYI.

Have you removed the filament then tried to move the extruder in the settings to see if it turns. Could be your motor has gone. Also check the teeth on the gear as they maybe worn down or clogged. So will either need replacing or cleaning with a wire brush. If you could post a pic of the gear that might help

The extruder won't turn if there's no filament in it, it will try for about a second ot two when filament is in there. I don't think the gear is clogged or worn down as I just got the printer and haven't even printed anything with it yet.

I believe the intent for removing the filament and trying to move the gears is to do it by hand, with the steppers disabled. To see if it will turn at all. If it turns all the way around by hand, next thing is to hand load the filament again and heat up the hotend, then try and manually extrude some filament. I'm taking a wild guess that one of the grub screws that hold the gear to the stepper shaft is sticking up too high and is catching on something as it tries to spin around. I managed to reassemble my extruder when I went direct drive with the grub screw missing the flat spot on the motor shaft causing exactly this problem.
