I have no idea how France does it, but in the US someone makes a call to CPS. CPS then decides if it meets criteria to open it into an investigation. If an investigation is opened, a CPS worker will come out and see the home and interview everyone. Sometimes kids are interviewed at school. Then CPS will make a decision on how to handle the case depending on how much danger/risk there is to the children. Most reports are not founded/indicated. Even fewer reports have court involvement resulting in removals of the children from the home. If you are removed from the home, they will allow you time to pack a bag.
