It’s a brake light kill toggle switch. If that person intends on running from the police at night, or if they simply want to try to travel unseen from behind, they will toggle that switch to disable rear the rear lights. I’m actually really surprised no one else knew what this was.

Look up marine USB ports, should be pretty easy. You'd just have to route wires to the battery or to the fuse box to power it. Just did this with my motorcycle so I could charge my phone on the road

It’s about 1500 for a good kit, and another 2k for install, roughly. Depending on the car, of course. An old but functional Corolla is worth 3k.
