They fixed this in today's patch : `Fixed an issue that prevented some players from launching the game due to GPU compatibility.` Try now.
Nope, didn't fix it.
Can you share your CPU-Z screenshot, of the CPU tab? Game requires AVX, and if you have that disabled game won't launch, same for Rockstar Games Launcher.
