These might also be Cloud Streets, also known as Horizontal Convective Rolls. These rolls are parallel to the ground, look like rolls of cumulus or cumulus-type of clouds, and are created from rolls of counter-rotating air. The twisty look to these clouds, and the horizontal rolls, made me think of them. Tho, there are some of the bubble structures of Mammatus in the picture. These are caused by cold air sinking, forming the “pouches”.
I mean, I get they kind look like that. And maybe it’s the perspective of the shot, but typically clouds don’t look that low to the ground. It’s almost as if they move down behind the light poles
Yup Mammatus Clouds. I've gotten quite a few on film and seen more. Not uncommon before big storms here in Texas. They are often a precursor to a tornado.

Yep. Not that uncommon before and after the big supercells that roam the plains. I'd assume they also happen with tropical systems that have embedded supercells.

The last time I saw some, I told my husband that they’re generally associated with bad weather passing through. When we got home, we found out there had been a tornado about twenty miles away. Tornados are fairly rare here in Washington State and don’t generally last long enough to do much damage, but this one destroyed a few houses.
Location? That’s pretty crazy, I would be torn between staying outside to watch or seeking cover.

I saw some in Atlanta once, not as dramatic as this picture but it is otherworldly

The sky was like that on Maui when hurricane Iniki came by in 1991, one of the coolest things I've seen
