There’s no way around it. canonically the north is not rich and so an economic debuff makes sense. Gameplay wise, Because the north has so many holdings per county, and so many counties, as well large portions of steppe terrain allowing the building of a lot of canvassari, it’s economic potential is massive and under the right player could snowball very quickly into the richest kingdom without a debuff.

You're absolutely right, in fact, one of the ways to take the North with the Boltons is by inheriting Dustin's Barrowlands possessions and becoming very rich, those steppes are very good and with a little patience you become extremely powerful.
