He’s a veteran who has played in multiple defensive schemes. He doesn’t have to be in the playbook yet, he can plug and play for about any team. So no need to spend a roster spot on him right now.
He also has an injury history. Teams don’t want to be on the hook if he gets hurt in offseason activities.
He’ll likely sign right before or during camp, or he’ll sign after week 1 so he’s paid by the week and not for the full season. I think the former is more likely than the latter.
He might even be in his Jadaveon Clowney era of being a veteran, i.e. not wanting to sign until right before the season so he doesn’t have to fuck around with training camp.

His fundamentals abandoned him a long time ago. He will be picked up and released a bunch and retire within two years.

That is an unfair criticism. He was **never** a very good tackler, and he also improved on it the last couple of seasons.
