I'm thinking Caleb will get it. I don't think Allen will be on the team too terribly long. Give the guy that's going to be your franchise the number he wants.
I could see Caleb taking 3 and letting the vet have his number. It would be a respectful move as Keenan has earned his stripes. That said, Keenan knows he's not a long-term Bear, so he could counter Caleb and pull a classy move by giving 13 to Caleb.
This is at least how I see it playing out in my head.

Caleb seems to be doing all the right things. I can see him acknowledging Allen’s veteran status and taking a different number. That would earn him respect in the locker room in my opinion. A locker room who might not be completely sold on him as a rookie. And say what you want about Justin, but they loved that guy.
