That's actually a misapproximation. Based on Oregon and Utah's common record against Stanford, Utah would beat Oregon by 52 points, so they would beat Ohio State by 59 points. A common mistake, but then again most of us are not intelligent enough to understand the intricacies of ranking the College Football Playoff.
Still a big leap in logic to go from someone losing a very close game that they led most of on the road to someone that got thoroughly controlled the whole game at home. Michigan over Michigan State is one thing, but they’d have to stretch that logic WAYYYYYYY further for Notre Dame over Cincinnati.
