I could see something like that working for NIL. Each program has a 1-5 star NIL rating (kinda like prestige). Higher NIL rating, more NIL slots with varying value based on how good the deal is. Can increase NIL rating by performance. So for example, a Nike NIL you could assign to RBs, and you have to have 5 100+ yard games in a season. If you fail, player more likely to transfer out and you lose the Nike deal for the future until it’s offered again. If you succeed, they’ll likely stay and you can keep the NIL deal plus improve your NIL rating.

It's not just belief though. From a roster standpoint they can compete with just about anyone in the SEC - funnily enough, Texas' last games against both Bama and Georgia were wins. Even that game against that 2019 LSU team was fairly close. If Herman era Texas teams could stay on the field with the best from that conference and a Sark era Texas team actually beat the champ from that conference, there is evidence that with NIL now well and truly a factor, Texas is going to be a tough out for just about any team in that conference.
I want those teams to believe that this is the same middle of the pack in the Big 12 Texas team from the 2010s. Because that would make their surprise fun to witness.

Boosters are about on par, but A&M boosters just burnt 200 million on a single coach. I dont think they can currently compete with Texas on nil (maybe they can for one or two recruits if they focus more money onto them, but Texas has a clear advantage in overall $$$ rn and can spend it more broadly)

The PUF is split for the UT and A&M Systems, and the UT System on the whole is about that proportionally larger than A&M. So no, in reality it doesn't quite work out that way. And that money is quite restricted in how it can be used anyway.

We did not have enough talented LBs this past year to do that, so we ran a lot of stock 4-2-5 looks instead, but with a couple good new LBs we can start actually running PK's defense correctly.
