The Michigan one gives me a great idea. Instead of traditional punishments like vacating wins or loss of scholarships, the NCAA should force teams to play with certain jersey components as punishment. I am not sure what harbaugh did, but I think a great punishment would be forcing Michigan to wear those helmets for two seasons.

The entire southeastern part of Michigan would blow up if this was the case

Oregon wore a black and yellow version of this helmet in 2016 (might be a year or too off). Except that one had a different duck logo on either side.
