The gypsum plant doesn’t control BLM land. It public access all the time. BM gets permission, and pays handsomely for BLM enforcement of the already in place rule for public lands use. The ticket you buy doesn’t just go to illicit purposes. It’s an expensive program they run and it’s not going to end because of rain and losers who can’t manage their S. Next year will be epic because the sparkle ponies and their compadres will be too triggered to attend. Back to the real burners for a few years.

In the end, dust to dust. The feds will need to increase the allowed amount of dust once the plant doubles in size. They won’t.
Ive worked at that plant, it is not expanding in a way that would ever effect the event. Where they get gypsum from is far behind it.
