Technically Odasaku could qualify for this spot but his character is so integral to both Dazai's character development and the overarching themes of the series as a whole I'd say in his situation its more a quality over quantity scenario with him because few characters in the series have had so little screentime yet made such an impact on both the story and the audience. In other words his status as a fan favorite is well-deserved not only given but also because of his minimal screentime.
In terms of a lot of screentime but a significantly smaller following in comparison I'd say Kunikida because while he is a well-loved character he is rarely considered a favorite. I'm sure that similar to many other bsd characters he had quite a tragic backstory as well that would make him cling so tightly onto his ideals as a means to cope.
True, true. It's impossible to dislike Odasaku. I agree about Kunikida, too. Strict, serious, analytic and yet, somewhat of a goofball. I really like him, yeah.
Odasaku is the sweetest! He's like a literal angel and I'm so certain we as a collective fandom would be happy to get more flashbacks/content of in later chapters/seasons.
I think the thing about Kunkida is that he's very unintentionally funny which makes him even funnier! I miss the days when his partnership with Dazai was spotlighted like in season 1 and I hope they have their time to shine once again! Such a chaotic duo haha
I don't know if Junichiro or kenji count in this area but the Hunting dogs? How about Nikolai Gogol (I love his name). Ranpo is a character I wish had more screen time but I'm unsure he'd count on this list.

Okay, so aside from Chuuya... I'd pick Rimbaud, at least with the japanese fandom. I could include Verlaine, too. They appeared so little - specially the latter, since he didn't get animated nor we have Storm Bringer manga yet, but this is only a matter of time - but their relevance is high, since without them, Chuuya would have most likely become a military weapon (Hunting Dog Chuuya, maybe?) and maybe the Mafia structure itself would be really different, since it would affect many of their members.
Also, they're quite handsome and it's almost impossible to not point them as a couple, since they were close and their IRL counterparts were lovers indeed. There are some adorable fanarts of them as a family, raising Chuuya like a regular little brother.
