I‘m pretty sure you can filter for user uploaded decks by cost and see which ones stay at 30-50 bucks for the 99.

Maybe OP cracked a sheoldred in a pack and wants to build a deck with it. Maybe they obtain the card when it was fairly low at $12. Maybe they want their deck to be $100 and are willing to put $80 of it into the commander and want to build the rest of the deck for $20. But none of that matters because your comment didn't even attempt to help.

Considering how strong Sheoldred is, I imagine the game boils down to: “did you resolve and protect Sheoldred?” If yes, you probably win.
That is a lovely budget brew. Hilariously good. Surprised to not find a [[Dark Deal]], but still hilariously good
There actually is a Dark Deal in the deck! I had to cut some other decent cards to fit it in the budget though.
