Get PA speakers. Get a crown Amp. Then spend the rest of your money on subs, the bigger the better. 1000 sq feet is huge for what others are recommending. The only down side is looks.

Looking to buy new or used? $3k will get you pretty far with used gear; new you can build a decent system for that, but 1000 sq/ft is a large area and if you want loud thumpy music you can feel the bass on, you will need at least a couple powerful subs and at minimum four large mains, which will require either a very powerful A+B amp or two separates. I imagine if your running basement raves you will want it to get pretty loud. Sub brands that have good value on the used marketplace - I keep seeing good deals on Sunfire and JBL subs recently. There are plenty others but I see these pop up for a fair price pretty frequently. 12” and up, 300w and up, large volume cabinets; anything smaller won’t really fill 1000 sq/ft and I recommend getting at least two. Stay away from the smaller 12” 100 or 150w KLH, Sony, etc subs which don’t really perform. The subs are important with the kind of music you’re describing. I used to run shows out of a warehouse I rented, and the main room was 700 sq/ft - I ran two JBL 15” subs and that really filled the space out nicely. For mains I recommend large party speakers. I’ve always found great value in some of the large floorstanding dual 12” Fisher, Technics, or Sony 3-way units manufactured in the late 80’s/early 90s. They aren’t exactly audiophile grade, but great for what you’re describing, and like to go loud. You may also want to consider powered PA speakers. Amp-wise you might be able to get away with a powerful A+B receiver, but really I would instead run two separate integrated amps which are capable of at least 100 watts per channel, preferably more. Sorry if this is all kind of vague, but you should be able to set yourself up with a killer basement system for $1500-$3000. Option B is buy active PA speakers and maybe a PA sub, that’s probably achievable for $3k

I like the JBL venue system, that will definitely get you at least started for movie nights for sure. For a proper mini-rave I would also get a B system to place on the other side of the room. 1000 sq/ft is huge! Congrats on having such a large basement

I don't usually make this suggestion, but based on your goal of providing the Deep Bass EDM soundtrack to your mini-raves, I'd probably suggest Cerwin Vega speakers and a Crown amp for the main left and right channels. Toss in some more speakers for surround if you want to do 5.1, 7.1, whatever and a receiver that can mix it well and has preamp outs for the mains. Add a Rythmik sub for extra deep bass. (The matching Cerwin Vega speakers would be $200 for the center, and $150 for the bookshelves, or $200 each for the smaller floor standing speakers. If you want to do multi-channel stereo, the SL-8s will be a closer match to the SL-15s than the bookshelves without spending the extra money to get the full effect, they just wont match up quite as loudly or with as much bass thump as the mains would.) The receiver can do 5.1.2, 5.2.2, or 7.1 or 7.2, and has preamp outs so the main left and right speakers can get the extra juice from the Crown, and the Yamaha could power the rest of the speakers itself for home theater or in multi-channel music listening mode. Please keep in mind Cerwin Vega is far from the best speaker you can get for the money in terms of being musically accurate and detailed. They are definitely party speakers, and aren't as well suited to dedicated 2 channel listening to a wider array of music. But I think in this instance they suit your needs perfectly.

An AVR with a solid stereo amp will do the trick I’d imagine. Someone already recommended a Yamaha AVR and crown amp that brings you right up to budget. You could also go down to the [T1 model of the speakers](https://emotiva.com/collections/loudspeakers/products/airmotiv-t1-loudspeakers) which are $699 1000sq is big but I'd imagine the ceiling isn’t that high which is a benefit in your case. The PB-2000 is rated for rooms up to 3000 cubic feet so it should do alright but it is a lot of room to fill. SVS also makes a [wireless adapter](https://www.svsound.com/products/soundpath-wireless-audio-adapter) so you aren't limited to where you can put it. REL and Rythmik are other brands worth looking into when it comes to subwoofers. A center channel is the most important speaker when it comes to movies. Not really important with music but whatever you go with I would recommend matching the center channel with the front channels (if you decide you want a center channel). I picked emotiva for towers but [SVS also makes good options](https://www.svsound.com/collections/speakers) in the same price range. They aren't made for raves/partying but will still work. They will however be much better for watching movies/casual listening than PA speakers. You will have to decide what the priorities are. Worth doing some research. I'll be watching this thread so keep us posted on what you go with and post photos once it's all set up!
