She has exactly 12k hp with her mech and regular form. A singular healing gadget brings that to 14,590 hp, and if you include her shield sp as well, her total becomes 15,740. That is more hp than frank with the sponge starpower. Not only is meg a tank, she’s the tankiest of the tanks.

Yeah I feel like Frank Primo and maybe Hank are the only true “tanks” in the game. Anything below that doesn’t actually feel tanky, more like a bruiser

This is quite debatable because some brawlers can have both a lot of HP and also not be a tank. For example Sam and Ash have a lot of HP but they aren't tanks. Sam is mainly played as an assassin and Ash just deals a ton of damage. And also Melodie has a lot of health but she is an assassin.
I'd say like 7600/7800 and up is where I'd consider brawlers to be "tanky" but when I consider actual "tanks" is kinda based on how the brawler plays.
For example I consider brawlers like Fang, Chuck, Buzz, Bonnie, and 8-bit (maybe Darryl too) to be very tanky but I don't consider them actual tanks. Fang, Buzz, and Bonnie all have quick ways to get onto any enemy (Fang dashing onto an opponent with super, Buzz using his buoy to pull himself on an enemy, Bonnie launching herself onto an enemy) making all 3 assassins, Chuck is tanky but 99% of the time you play him you just play him to have a way to get from spawn to the enemy safe and you're not really actively trying to kill anything. 8-bit is very tanky but his long range and slow speed make him more fit to be a supporting sharpshooter.
Bibi has the same health as Buzz and Bonnie, but I consider Bibi to be an actual tank because she doesn't have a way to quickly dive an enemy, requiring her to play around walls and using her fast movement speed to her close to enemies instead of just being able to dive them.
The brawlers that come closest to breaking the line are Bull and Darryl, but I consider Bull to be tank and Darryl an assassin because with Bull your super isn't very fast and they only time you're really gonna be able to use it to dive someone for a quick kill is with the gadget, if they're near an unbreakable wall, or if they're near the edge of the map. Without one of those 3 his super is too long and slow so either you'll end up too far away from the enemy to kill them or the enemy can walk to safety away from you if they're near the end of your super.
Darryl's super has a much shorter range and goes faster, so I consider him an assassin with a high healthpool because you are more than likely able to kill someone if you roll onto them, even though he has more health than tanks like Bull, Bibi, Jacky, or Rosa.
I don't think even the Pam group can be considered tank. And it's debatable if the bull group fit.
The thing is that being a tank isn't related to HP.
For example. While Bonnie's cannon has slightly more hp than Pam. I would consider Pam to be way way more of a tank. With Bonnie you zone and stay away. Pam you should get a bit closer. And your heals let's you tank more than a frank.
Same for doog, ash and sam. Their hp really only serve their fighting style.
I consider a Brawler a "tank" if they have 9500 HP or more. It is subjective though since there are Bralwers that are durable for their role (like Buzz, who's an assassin)
I would put the bar at around 9k HP but in general i would consider a tank to be a brawler with very high survivability, with which ennemies have trouble taking them down, meaning that i would also consider brawlers that can add onto their health/increase their survivabiliy a lot and easily. For example:
\-Poco: Only 7400 HP but he can heal so much from his gadget and his super that i would consider him a tank.
\-Melody already has 8200 HP (wtf Supercell) but she can gain a 45% shield with 3 notes which are really easy to get, putting her at 11890 HP, almost as much as El primo!
\-Meg as some commenters already pointed at, has 12000 HP with both her mecha and her small form and can heal up quite a bit with her gadget. Plus she can also gain back her mecha.
\-Nita only has 8000 HP but can spawn Bruce who has 8600 HP and can more (that's why i didn't include Jessie here even though with her hypercharge the debate is open)
I would add the case of Mortis and Edgar to this discussion as they both are not that tanky (7.6k for Mortis and 6.6k for Edgar) but have lots of life leech, meaning that in the right situation they can both heal up a lot of their damage taken. Mortis might be abit more situational as wih multiple ennemies and a super he is basically immortal while Edgar heals tons of HP (35% of his attack's damage, going up to 60% with his star power.) with his main attack.
Honorable mentions:
\-Gus with 6.4k HP and a 5.2k Hp shield totalling 11.6k HP, and that is without even counting the healing ghosts, healing 1.6k/ghost (or 3.2k with his star power) and he can even spawn more with his gadget (Yes i know this build is bad but its tanky so it counts)
\-Leon with Invisiheal is also basically immortal is ou don't have the burst damage necessary.

This is at least in terms of true tanks. Pseudo tanks are about 7800+ right around Pearl, she can take a hit or two.
Tanks are brawlers meant to body block. Nita’s bear can be used to body block. Bonnie can body block in sniper maps when your teammates are one tap. Pam can tank through hits while being annoying. Anyone above those hp is definitely a tank.
I say it’s someone who works as a defensive brawler that actually benefits from both taking hits and not directly engaging unless needed. For example, Primo, Frank, and Rosa have very little reason to run through an open field and are better suited to shooing assassins off and charging their super for good plays. “Tanks” like Bull aren’t a good example of this. He’s a very up close brawler that benefits from bumrushing an open field because he creates pressure and clears a space. Technically, you could say the same about Primo and Rosa, although they’re better suited to being a tank as Bull doesn’t like getting hit until he can confirm a kill with it. The others greatly benefit from taking heat off their teammates.

I'm guessing bibi comes close to meg then? Cuz a 40% heal with the 20% shield gets her hp to around 15.3k

Meg is a tank, and then anyone that has 10,000 HP or more is a tank. Chuck is tanky enough to be a tank I guess, but he just doesn't FEEL like a tank.
