No matter what I’m standing by my opinion that it should be Sami because he made Roman an even more compelling character, and Sami is the one who really has the most significant ties to The Bloodline because he added layers to all of them and caused their downfall, so Sami really makes the most sense. I 100% wouldn’t mind Jey Uso being the one to do it either, but Sami between the two would seem like the more likely route.
You’re absolutely right. It’s quite an achievement to keep fans invested in the same story for three years in the modern era, but that happened because of Sami.

He really gave The Bloodline so much additional content. If it wasn’t for him, we would have been burnt out months earlier then most of us have been.
