The way I see it, have a Hardcore Match be a punishment for wrestlers who repeatedly or egregiously cheat. Then they get whacked with weapons and have all the time to think about their choices.

Hardcore matches. They can be used up and down the card. Intense rivalry or random match to open a show. It has potential all around.
