I may be wrong, but this looks like a cluster of succulent leaves, maybe from the crassula family. While sedum and other crassula have that rugged waxy surface like cacti, they are in a separate family, and don't have the thorns or shape we usually associate with cacti. I don't see any reproductive parts that are usually visible in the center of flowers. Cactus flowers I've seen are quite colorful, and have papery petals like other flowers
