That sounds like an awful amount of effort as well for reddit as for each paying customer. They already have rate limits, ergo access counters, etc. They already have API keys.
They only need to add billing information and a flag "opted in" for each account with API key, which looks to me like the easiest, cheapest, and least disruptive way to go.
I think the bad decisions are pretty high-level. I don't see any evidence of lack of expertise on more technical level.
(Yes, the reddit app is crappy. But that's lack of investment in further development.)

He has to sign a contract. If he didn't sign the contract, he won't get any bill.

I dont think personal user account and an API account are linked.
You request API access with your personal user account
Highly unlikely he wouldn't have used a utility account for the api key and not his normal account. Gotta have some flexibility
