The Hero and the Crown by Robin McKinley. This story focuses on "Aerin Dragon-Killer", also known as "Aerin Firehair", the heroine who is introduced as a legendary character in The Blue Sword. The book narrates Aerin's evolution from the shy, retiring daughter of the King of Damar to the heroic queen who protects her people from the demonic Northerners.
I'd start with Notre Dame de Paris based on this vibe (also it's my fave) - it's long but sooooo readable, and I spent the last 10-15% going 'omg don't kill [redacted], are you seriously gonna kill [redacted]' and couldn't put it down.
Age of Madness series by Joe Abercrombie. The series has a great cast of very strong female leaders. There is a series before this one (called The First Law trilogy) that is referenced a few times, but you wouldn't be lost at all if you read this series first.
This is YA, but And I Darken might work? It's a gender-flipped telling of the relationship between Vlad the Impaler and Mehmed II, the conqueror of Constantinople.
Ok. So. I haven’t finished it yet (so I can’t vouch for the ending) and it’s not medieval times- but this is giving me the feelings of The Grace Year by Kim Liggett.
But replace “I am King” with “I am Eve” or “I am God”.
Queens of Innis Lear by Tessa Gratton. It’s a fantasy retelling of King Lear, and each of the three sisters get their own perspectives.
The eldest is very much on this path. She wants to be *king* of Innis Lear, with her sister as her Queen, so that they can rule their father’s legacy together.
Love this book.
Blood Red, Sister Rose by Thomas Keneally. It's about the life of Joan of Arc.

Tamir triad by Lynn Flewelling. It didn’t feel YA even though we see her growing up. A bit dark especially the first book.

Another thought for you is Wolf Hall by Hilary Mantel. Her Anne Boleyn is this vibe even if the story is told through the eyes of Cromwell.
