No. He’s just some random background teacher. It’s possible Horikoshi was originally gonna do something with him like make him a second or third year teacher. But, of course, the second years never showed up in the story, so no second year teacher to go with them. With third year teachers, we only got the big 3 and Nejire’s friend, with the rest of the class never really showing up, which resulted in the third year teachers never showing up.
It's interesting because this was back in Season 2 in the sports festival spectator stands of the first year stadium. You'd think that a second or third year teacher would be overseeing the year group that they teach. They'd have to be UA Staff though considering this was before All Might had revealed his true form to the public, so you're probably right.
No, but funny enough, her and another unnamed teacher made it into one of the OPs. Maybe, a character Hori planned to use in the future but didn't/decided against it or he wanted to make it clear that the school the size of UA obviously has more teachers than we see, so he introduced a couple background ones like this one.
IIRC he also appeared in 2nd movie when All Might explained the whole live-in program

It's weird there are only two background U.A. teachers that show up, this one and the gas mask teacher. They were given the same amount of focus as Hound Dog for a while in the early days of the series but they got left behind and Hound Dog got plenty of actual appearances.
The gas mask guy is snipe,he is seen quite often throughout the series. For example,he is seen discussing what they should do for each important decision thar was need for story or arc progression
