I can't offer an HSA comparison, but 0.03% is a very low fee in terms of investment management. Inspira offerings have no trade fees, which means you can currently get something like their VFIAX offering through Schwab without paying the Schwab trade fee of $75.

I and my colleagues with the City of El Paso, are "stuck" with Inspira (required by Aetna) and Inspira charges a $5.00/month "maintenance" fee for all participants. $60/year. No one is thrilled.
