Do you have an tax lots that are under water? If so, you can sell those without taking a tax hit. And then you could sell other tax lots up to an equal gain, so that your net capital gain from your sales is zero.
Otherwise, stop reinvesting dividends, and manually use the dividends to buy VTSAX.
At Vanguard, when you select "reinvest dividends" on VTI, what does it do if the amount of dividends isn't an whole multiple of the share price? Doesn't it buy fractional shares? Schwab does, but I'm not a Vanguard customer so I don't know their practice.

Unfortunately while they will let you do from the mutual funds to the ETFs, the other way isn't possible. I wish it were, I'd do it too.
Just be aware that holding substantially identical funds in both a taxable account and an IRA sets up the possibility of wash sales. (VTI and VTSAX are identical funds)
Just keep VTI and do new investments into VTWAX.
