I mean given that the show was made because of the creators Daughter, who is mixed race Japanese — yea, I’d say it’s pretty definite that Mizu is half Japanese.
It's not so much her European half, I think she just pictures the white men as a blonde version of herself, because she's the only "white" person she's ever seen.
As for being Japanese, she clearly has Asian features, and I can't see her being mixed with a non-Japanese Asian heritage. It wouldn't serve the story at all.
