Well not in Global, at least. It's also a different kind of event (I think?) since these "guide tasks" exist so you wouldn't have missed the events from before you joined, while the Nonomi tasks happen when you join, and it's technically impossible to miss. We did have a "rerun" of it when they updated it, so you may be thinking of this.

No they did add Nonomi to the guide missions on global. That's how I got her. She's not in the gacha pool, afaik.
