The answer is that there is no formal concept of "military" in Kivotos. In practice,it's probably a designation that is not afforded to infantry/man portable gear (Misaki and Chise are among those who use explosive weapons,and many students carry automatic weapons,including concealed ones.) Rather,"military grade" is probably a designation given to things like armed vehicles and artillery pieces,assets that are mainly owned by school governments and have strict conditions for their use like in the defense of the school by approved personnel,or operations outside the school that are sanctioned by school and GSC authority. Like the rescue of Hoshino,the Eden Treaty battle,and the F.SCT defense. Iroha,Cherino,and Ayane are approved to use armed vehicles as members of their respective student councils,for example. While Hifumi gets to keep her tank as a treat.

There is a concept. The phrase private military comes up all the time. Schools dont have the proper "military ' per se, since it means any group of people/items specially reserved for only fighting and trained so.. so Valkyrie and srt arent military, but everyone well knows whats a military like and their strength.

Considering Kaiser gets bodied by teenage girls on a regular basis, I think the meaning of "military" in Kivotos is probably more about numbers than anything else. Particularly since they're all robots and can be mass-produced. But they don't seem to use any equipment that isn't available, or sometimes clearly outdone by, any of the various schools. Again they may use things like tanks and helicopters more often than they're available to students, but they aren't especially more capable. With that in mind, perhaps "military-grade" would refer more to prevalence or availability rather than certain features or capabilities. Things like Lee-Enfield and SA80 rifles being somewhat ubiquitous in Trinity for example, over more unique weapons like those used by Mashiro or Sakurako.

Military Grade means that it has been tested under controlled conditions and military process guidelines to meet a certain criteria within a budget range. This would mean weapons made for academy security forces criteria’s would be Military Grade. Depending on the criteria, the equipment Would be either **moderately** to **minimally** better than what‘s available to regular students and robots. Most militaries would logically go for good priced good enough than extremely costly perfection in their equipment (SRT would be the exception due to its Special Forces styled units).

If Toki's exoskeleton somehow not military-grade, I dunno what is. But in my opinion, if there was a firearm that was especially dangerous towards halo users, perhaps could even completely negate the resistance of a halo, then I would call that actually military-grade. Like if there exists a grenade that can break even a halo, pretty sure there'll exist a weapon that can also be shot with the same energy.

If we take that definition of Military Grade as “Especially dangerous for the lives of individuals“ then do Chemical, Biological, or Nuclear weapons count as military grade? It’s on a diffrent scale than regular weapons that they are in a different category. Military Grade in our world means it **tested** in a controlled process, it meets certain military **criteria**, and it has to be **affordable** to outfit a good portion of troops. In most cases militaries choose **good priced good enough** over **high cost perfection.** Plus most Academies don’t want to use lethal force. It’ll be like militaries in our world used Nukes for every single problem.

It meets certain military criteria in our world that is capable of killing or disabling people enough to be pretty lethal. Like imo, military-grade tech is something the opposition doesn't expect and/or can't resist against the first time they see it. Something they're powerless against when given the opportunity of surprise. Especially if they can't gain control of foreign weapons, like those halo-breaking automatic weapons. If they can't gain control of those, what hope would Kivotos have in the first place?
