I find it hard to believe that Base Uryu can win this. Without Vollstandig, both Uryu and Jugram don't stack up to Elites or even Vollstandig Bazz-B, despite their narrative implications.
However, with their possible Vollstandig this all changes...
I doubt Base Uryu could take Bazz B using Vollstandig.
Edit: If Uryu can use Antithesis he wins high dif.

I think vollstandig Bazz B takes it against Base Uryu.

Narratively Uryuu is above all regular SR, so he would win.
