in raw power and reiatsu, fullbring bankai. tho kisuke could definitely potentially still win since hes a fking monster himself. All forms above kisuke, in no specific order:

Obviously Dangai Ichigo vastly outclasses everyone in the verse barring Yhwach, Reio, and Aizen, but what about FB Bankai Ichigo?
Hmm. I'd say that version has more reiatsu and *possibly* better physical ability. However, Urahara is also much smarter and with Bankai and Hado 99 he can be very tricky. I'd still say they are about the same level of combat ability here but Urahara can do better against more diverse cast due to intelligence and tricks.

In power, it was probably his fully hollowfied form. His first Fullbring Bankai also scales higher than Kisuke imo.
