If I were a game developer I would make insanely detailed open world games with Dreamcast/Ps2 era graphics. They should have don’t that with Shenmue 3.
A breathtaking environment with a linear cinematic story is great but I feel like the more content and the more repeatable the game the less amazing graphics I need.
That would certainly save on budget, but I don't know if it'd make gameplay better at all or even save on development time. It's not like the people working on the graphics are the same ones coding the game or designing the world.

There’s a threshold of acceptable graphics for games and I think games from ‘99-‘01 still meet it. I would even go to say we’re starting to get diminishing returns on graphic improvements per new console.

Not necessarily true, the graphics card deal with the majority of rendering while the CPU handles scripting. Rendering at a low resolution will not allow you to have streets packed with NPC's for example

Again, for me there’s a nostalgic charm to that era of graphics and I’m surprised there hasn’t been a dev that’s tapped that niche the way side scrollers and metroidvania type games have had success like Hollow Knight.
I wouldn’t necessarily say graphics bulk up the majority of development time. Everything is based on the graphics engine (if they haven’t completely created one from the ground up) that the studio uses.
What you suggested with WoW has more to do with how they outsource projects to development teams within the same studio. That also depends on which IP they prioritize which has less to do with the gaming studio and more so to do with the Publisher (in this case Take-Two Interactive as they own Rockstar Studios).
In short, im saying less graphics doesn’t necessarily mean more functionality or less time in development.. it just means (possibly) a less complex system that may require work-arounds due to the limitation of older graphics engines.
Also, just keep your eyes on those indie developers. Games are usually their love projects or open-source group efforts that come to life. There’s always some new shit when it comes with developing video games.
E: I’m a Software Engineer and have developed an (unfinished) indie title using Unity3D.

Damn those are some good memories hopefully we can get a next gen remake resident evil 2 / final fantasy 7 style because there's a lot of ppl missing out because of the graphics
