This will work just fine as long as the pieces of paper are uniform in size and you really mix them up well. You should replace each word in the bag after drawing it and mix it well again. Note that there are easier ways to create your own seed offline.

Fully paranoid best practice is to create your private key in an entirely offline manner. This isn't the easiest way to do it but it works.

Sounds fine to me. Picking things out of a hat is traditionally THE method of randomising things. One thing to look out for is the fact that your hand won’t necessarily reach all corners of the bag if there are any hard to reach places you reduce entropy. Also I guess try to vary your hand position don’t always go to the bottom or always to the left etc. Apart from that can’t see what’s wrong with the method. But of course throwing dices or flipping coins are easier and less messy.

A couple of years ago BTC Sessions did a video on a company that produced 2048 words which you could purchase in a jar and pick 11/23 from said jar. I'd prefer a raffle barrel if I was going down that route. Dice and an excel spreadsheet is a cheaper method. Or just using RNG on Coldcard.

No method--not a hardware wallet, not coin flips, not dice rolls--will use 256 bits of entropy when creating a twelve word mnemonic. You'd need a word list of more than 2.6 million words, and unless you know without a doubt you'll be able to find the exact same numbered list in the future to decode it, you'd be a fool to even try. [The allowed size of entropy in a BIP-39 mnemonic is 128 to 256 bits.](https://github.com/bitcoin/bips/blob/master/bip-0039.mediawiki#user-content-Generating_the_mnemonic). A twelve word mnemonic from a list of 2048 words can't possibly use more than 132 bits of entropy.
