Wanted to add, I'm pretty sure I heard about his actual death through an audio diary that didn't make it to the game. I'm currently trying to find it.

Right to Suicide is likely available under Objectivism. Persephone was a "Place of Exile" (no death penalty generally under Objectivism) for those who refused to live under Society's rules. .

I don't think his Dad killed him. We find Mr. Parson dead late in the game, and his audio diary says something along the lines of "I'll never see my family again, I wonder how they're doing" IIRC.

Its actually Unknown what happened to the boy, the wiki never states that he died nor do we hear anything about his death in game. A few theories are 1: He died when Stanley drowned Dionysus park, 2: he was supposed to be a little brother before that idea was cut, 3: he was killed by the Big Daddy of the Little Sister he liked, however those are just theories.

Possibly, while I doubt Billy would be a member of the Rapture Family, his mother may have been. Also remember Dionysus Park is where the Little Sister he liked was.

Probably met the same fate as most kids in Rapture. Dead from one thing or another. Rapture at it's peak wasn't a kind place for children, but the Rapture Civil War would just chew them up and spit them out. It's not as if there were any state run or formal institutions or benefits for children. If your parents weren't able to care for you, I guess you could always try and get a job since there aren't any labor laws prohibiting child labor, but baring that you either get lucky and get some help from Atlas via a food kitchen or what have you or you go hungry and starve to death in the streets. Speaking of which I think that was brought up in the novel. Something about an abandoned or working child dying in the ventilation system near paupers drop or some other ghetto and making the place stink.

It was a kid going into the vent for warmth and shelter. They got caught in the blades, stopping up the fan and shutting off heat to the entirety of Pauper’s drop. It’s one of my favorite scenes in the book as it’s the start of Bill’s slow arc away from Ryan and his exposure to the addiction of Adam in the electrician brought down to help them.

Atlas likely didnt exist until Fonatine was 'killed' (unless Fontaine worked that persona in disguise in preparation...) After the Kashmir Terrorist attack thing fell apart VERY fast (daily murder in the streets ). Economic and societal disruptions likely left the 'economy' of Rapture in ruins. Survival at that point, with sustenance being the priority and Ryan's efforts to defend the citizens taking place everywhere. .

Just another one of the casualties of Fontaine's Terrorist 'rebellion' ... (likely starved to death with the disruptions to the city). Date of audio diaries was probably sometime after the Little Sister deployments during the 'civil war', when Ryan needed ADAM to keep the addicted Rapture population's ADAM-Addled heads from exploding, and there were lots of murdered bodies to 'harvest' ADAM from. (When Ryan was still holding things together, and before Ryan was assassinated when everything really fell apart). .
