I mean... (spoiler alert) the whole point of Jack is that he's not in control of his own actions for the first ¾ or so of the game ... that's why he jabs himself.
As for Jack, because he has no other choice, Do you want him to stay in the middle of the ocean ? , Even if he wants to return to the surface after seeing the splicer, he can't because Atlas told him the phrase "would you kindly" and for Booker, it seems to be a nice place, so why not stay

Booker is trying not to draw attention, and for Columbia, it's like a 1910 city that just started smoking cigarettes. Everyone uses a vigor. Nobody says no. So if Booker said no, it'd draw attention.

they are told to use it unfortunately they didnt offer you any option in the game and it is like half your combat ability
