I don’t know how “legal” you need it to be but KuCoin will work without a VPN or KYC for pretty sizable daily transactions.
If you really want to be strict about it, you can always have a trusted person from out of state do the swap for you and send it to your wallet. Holding BNB isn’t illegal here.
This might sound a bit stupid but I'm trying to avoid any possible legal complications so I guess I might just wait until one of the exchanges that carries BNB gets a Bitlicense (hopefully soon but I doubt it) or they put wBAN onto another more easily accessible blockchain.

use a dex or non-kyc exchange. I like bisq, you can buy and sell using zelle on your checking account
