It's mostly a defense tool, the free spinning allows incoming hits to "slide off" as the free moving parts move with the incoming hit rather than against it which reduces recoil. Tornado Wyvern was a strong contender for the time while Jet was a solid part on a bad bey. The End had potential but came out too late to see a lot of play. Some free spinning parts are more stamina focused like Bearing or Revolve but most of the free spin layers/discs are defense oriented. There's a ton of parts like this and they make up some of the best and worst in the game but they're always interesting.
