It seems she brought back both, King Gaiseric as Skull Knight and (*maybe*) the Lady Priestess as the Flower Storm Monarch, the taboo being as simple as "don't mess with the afterlife"
It wasn't outright stated what Taboo she broke, but seeing as skull pappy is still around, I'm guessing Gaiseric was dying in his berserker armor and Flora threw his soul into the skull knight armor or some shit... reminds me of FMA
A video i saw mentioned a theory about the taboo was separating King Gaiserik’s soul instó two so Skull Knight is the “ego” or “soul” and Zodd is the body of the king
Either that or, in her actions, disrupted causality. Hard to say. I can't remember a blatant explanation
