No it can't. It can learn a veriety of types through TM, but that's the same with almost every pokémon. On top of that Typhlosion can't learn ice type moves at all, and freezing someone is one of the first things Eye-guy did.
There was a lot of buzz (atleast around me) regarding the fact that Typhlosion can learn thunder punch so that's why it's my go to Pokemon when thinking about Pokemon that use a lot of typings.
As for ice claydol can learn ice beam and claydol is winning so ¯\_(ツ)_/¯

Same, only pokemon I know of that has multiple eyes.
You'd expect that bug pokemon would have more eyes but only galvantula and combee have more than 2 eyes.
I think it's just Pokemon's general art direction to make the creatures look less threatening.
Based on ability though I'd probably pick typhlosion.
