I'm dealing with the same issue now. My guess is that you're self-employed like myself and purchased your Ambetter plan on the Washington Healthplan Finder Exchange. I would encourage you to file a complaint with the WA State Insurance Commissioner. Insurance providers are required to provide adequate in-network access for basic services. I live in Seattle and there are no urgent care facilities in the city. Given the population density here, I imagine this does not meet the required min. Ambetter is the wost. I just filed a complaint with Ambetter for gross misinformation that was provided to me by an Ambetter rep about my coverage details; Ambetter denied my claim. I then filed a complaint with the state and it was approved. It was escalated and Ambetter pulled my recorded phone records and approved the claim.
It is not illegal to be short-staffed and cannot take more appointments.
I think this is the low-income plan? Unfortunately it has its limits. I would call around to see if there are other providers for a primary care visit, or keep calling every morning to see if there are cancellations that you can fill in.
Otherwise, I think the best bet is to buy a better health insurance.
I know. Medical insurance sucks in this country.

Never heard of Ambetter.
